and with all the other great cities of the world in a sister city relationship so dearly, we learn from each other, we send delegations to each other, we welcome each other to the city but in each and every instance, we are always thinking about ideas about how we can help each other and help regions improve, so i am excited to have met with the mayor just a few minutes ago to reaffirm our relationship and we'll sign that in a few moments to document that and to promise each other that we will continue this very great relationship and we could not have done it without the involvement of our private citizens, tom horn has led a fantastic group of volunteers on our sister city committee for paris and san francisco, and he's doing a marvelous job and this again reflects how our citizenry helps our city become a better city with these sister city relationships and again i want to thank you and the audience too who are volunteers in our -- i really, really thank you from the bottom of my heart for creating such a great part of our soul of our cities, and giving us the reasons why we can be an in

cities where we want san francisco -- other cities to be modern cities but also civilized cities which means that consider that everything we wish for as far as economic development is concerned must consider the environment also, and the quality of the planet on which we live. with mr. lee, we talked about all these questions and of course we are going encourage all of these new companies and everything that enables us to improve our cities and make them a better place to live and less polluted place to live, as may it in transportation, management of energy, in san francisco and in paris, there are innovations that are certainly ahead of many other cities in the world and i want to learn from san francisco and of course paris is there for the san francisco team, may it be a development of electric transportation or automobiles or [inaudible] or the reuse of energy of heat to heat private buildings or public building by using waste water, i explained to mayor lee that a couple of years now, i worked with bill clinton on the isolation of public buildings and specifically schools so tha
at it, we're putting in place an awful lot of things that shape what our city looks like in the future, how our city operates, how we interact with our city. as i started to think about that, i thought, you know, the number of major infrastructure projects going on in our immediate region now are probably -- there are probably more dollars and energy going into that than any time since bart was put through the city. you have the eastern span of the bay bridge. you have the transbay terminal. you have the central subway project. you have the improvement realignment of doyle drive. all of these things are part of the hard wiring of our city that is going to influence the way in which we all interact with it. over the last, say, five to ten years, we have watched as development and interest and people have moved south of market, into mission bay, below that we now that is continuing and we now have projects on the table like the pier 70 project, which ten years ago no one would have thought was a viable mixed-use project, because nobody went there. and that part of it is no longer true.
as generations of officers, principals, school site staff, you know, come and go through our city and our schools. and that's the only comment i wanted to make. hopefully we can continue this. >> thank you. thank you very much. and, colleagues, i apologize to the members of the public, we are about to lose a quorum. but let me just simply say that the question of whether or not police officers should be on schools -- at schools, that's ultimately something that the board of education decides. you know, we as a body here do not have the authority to say one way or the other. where we come in is that if the position of the board of education is continue to have that, then there is a memorandum of understanding that outlines that relationship. then i think it is appropriate for this committee to discuss that, which is what we're doing. but ultimately the decision of whether to allow or not allow, that's ultimately up to the san francisco unified school district through its board of education and, you know, in consultation with the superintendent of schools. so, that's not our decision to make here t

of real estate for the city. >> good afternoon chair mar, members of the committee. i am john updike with real estate and this is a summary easement located southwest of jesse street. i'm going to put a map on the over head. the area is highlighted in red here. right in the center of the block. so it's just southwest of the end of jesse street, southwest of tenth street. the easement was for a sewer line that is no longer in use. planning issued and their plan and remember didded contingency and letter here and all of the squeaka motions were carried through as listed here. all of those are on file with the clerk. and the additional number recommending that the file. and this is an easement done by an independent appraiser and calls for payment to the city for 77,000-dollar for the conveyance once vacated. this is a closer look at the actual easement area. and there are some physical items to be removed as part of the on going construction. the funds return to the department of jurisdiction which in this case is the sfpuc. i that commission approved the conveyance and the
the first of its kind, there were bumps in the road. but it has succeeded to the point that other cities are opting in, even cities from outside of the county. i also just want to note that over the years, this board has given repeated direction to the puc to move afford with this. and a few years ago, the puc was considering a proposal that was not particularly strong, and it was set aside. staff has now come forward, and the puc has now come forward with a proposal that i believe everyone, even those who do not support, will say is better, significantly better than the last one. this will provide competition. it will provide a choice for consumers. i struggled with the opt out issue. and i wish that there were a better way. i wish that we could have some sort of workable opt-in. i thought about potentially voting against this because we didn't have the extra time to figure that out. but on balance, i think that consumers will have a choice. there will be ample opportunity for people to opt out. and for those who, for whatever reason, don't and then decided they want to opt out there wi
. >> welcome to city hall. thank you for joining us. thank you for coming out. i want to thank members of the board of supervisors. i want to thank them for being here in this joint recognition of our commissioners and members of 14 different bodies that will be appointed today to committees and commissions. i want to thank all the friends and family for joining us. let me say how excited i am this past week, i have been watching a certain convention. next week, we will have an even more exciting convention to watch. it is of course, in the spirit of the expected national, regional, and state elections we are preparing for. it is also a reminder of the importance of our civic duty and all the different departments we have created. public engagement is extremely important to the way we run government in san francisco. it has always been about public engagement. we need the last bodies come a different viewpoints, different economic classics -- classes, ethnicities, and regions of the city to be well-represented on everything we do because that is what makes our city great. it is that th
in with a number of my constituents. the organizations, the city attorney and the department of building and infection. and no secret that many of us have been struggling with the impacts of foreclosures on our community. often when we talk about the foreclosures we are focused on assisting home owners on modifying their loans or finding resources. however over the last year in district ten in particular, we have also been battling with what what happens after a foreclosure has taken place. many of the homes have fallen into disrepair and become magnets for graffiti and a physical bliet on our neighborhood. i have personally spent months contacting entities that own a number of foreclosed properties urging them to comply with nuisance regulations. we found that more often than not, that the individuals or the entities who own multiple foreclosed property have the greatest disregard for our neighborhood and our city's nuisance regulations. now the ordinance before you today, would do a number of things, it would one, it would designate public nuances at foreclosed properties ago vaiting f
to the statement by supervisor olague. we welcome the new archbishop to the city and county of san francisco. i believe that he officially takes office on thursday of this week. you know, san francisco has always been a very welcoming place and it is in that spirit that we extend an invitation to the archbishop to work with every member of the catholic community in the city and county of san francisco, including many of us who have been raised catholic and are practicing catholic, but who happen to be lgbt. it is my hope that as he takes over his very important position in the city and county of san francisco that he will be someone who will embrace the entirety of the catholic community, and that means many in the lgbt community. and i think that it's really about the emphasis and the hope is that we can focus on things where there is common ground. i appreciate and respect the work that he has done on behalf of the poor, on behalf of many immigrants including undocumented people. and it is my hope that in that same spirit that we can work on ways in which we can find some common ground instea

and having it be informed by the plans that we are beginning to see from orton development and forest city. >> regarding the water front site and the city develop. as you know for the past several months, forest city has been working very hard on the due diligence process for the 25 acres working with them to understand the various soils and water conditions on the site and other information that will feed into for the infrastructure and the plans that they will present to you all at a subsequent meeting. there is also, begun, an extensive out reach program to get feedback from dog pest community and other key stake holders that will also feed into their planning and the eventual plans that they will make available to you. the plans builds on the experience that they have and mixed development throughout the country, but specifically, related to their efforts in san francisco, and their admission and development that has a similar approach and will have a good, prototype for the kind of things that they want to do at the pier 70. >> in addition, i wanted to talk just briefly about the hill
's not contradictory of the city's production goals and like supervisor kim was speaking of, and i have been thinking a lot about this particular piece of legislation and to be honest i was uncomfortable and i didn't know how it would impact the southeastern neighborhoods and the strong desire to develop in that area, but looking at this and district ten i found there are few that would meet the size, zoning and financial requirements for the five to nine development, so i am definitely going to be supporting this today and i don't believe we're moving the inclusionary requirement for the five to nine will impact the afforable housing in the city or compromise the neighborhoods and i will be mentioning this today. thank you mr. mar. >> thank you and i just wanted to thank everyone for building a big tent of support around the housing trust fund prop c as well and also the different builders and others to really come up with good ways to montheory while also stimulate up housing with the smaller projects as well, so i wanted to thank everyone for coming together on this one. so let me turn it back ov
he was going on except the people who were enduring it and being uprooted and moved out the city by it the. you have confirmation powers. use it and if you don't trust those powers you shouldn't use them either. >> thank you, next speaker. >> good afternoon, my name name is miguel bustos, residence of the mission district, born and raised, but i'm a former member of redevelopment commission. i was appointed by the mayor and i was confirmed by you unanimously. and that was a proud moment, because i saw us working together. a mayoral appointment, approved by the board of supervisors and on many occasions i consulted with a lot of you on the projects that were going on with redevelopment and on many, many, many, many more occasions i consulted with many people here and it's great to see the folks who came before us during my time as a commission on redevelopment. you know, i'm proud to have served. not only as a redevelopment commissioner, but i was proud to have served my city. and our city owes a lot to its people. and that is what this is really about. it's about the housing
of the city as a wonderful public asset for all citizens to enjoy. that is a 13-acre site. so imagine as part of this project over four acres of new public space that will be incorporated into the design. and appropriate for transit for a city like san francisco, this location is tremendously located for all public transportation, whether coming from the bay bridge, the red line there is bart. the purple line is muni. you see caltrain, as well as the location of the future transbay terminal. we don't have the transportation plan yet. peter albert and the city are conducting a major study not only our project, but the transit-friendly atmosphere. our preliminarily parking study shows within a 20 minute walk of the site there are 23,000 parking spaces to put that into perspective for you on a soldout warriors game in oakland the most cars that we park is 5,000. so that is the puzzle that we will solve through this process in making sure transportation works. now before choosing this site, we commissioned some significant research to learn how people would feel about the project. you can see th
a city where there is very wealthy and very poor people. so i would like to give a quick shout out in that direction to supervisor olague, who is having the san francisco housing authority try to film its meetings. it doesn't even meet at city hall and this is the kind of inequity i'm talking about. we need accountability. so i appreciate that and we need that. thank you. >> thank you, mr. everett. >> i'm the type the progressive who grieves believes that we're only as wealthy as the least among us. so means that in san francisco we can only go as far as the african-american young men and women who have been economically disadvantaged for generations here in the city. we need to provide jobs. with when we talk about green jobs of future and sustainable produce, we need to talk about how to feed the single mothers in those communities. we need comprehensive reforms to bring those disadvantaged communitis with us. we cannot provide those folks with jobs unless we reform our drug policies in san francisco, which essentially disadvantage and persecute young men of color who on a da
regions in the south bay and east bay would not share. would you support san francisco using city taxpayer dollars to pay mtc for the cost of providing free muni service to young people in san francisco? in other words, if mtc isn't willing to do it on its own, should the city be paying more money into mtc to get the service out of mtc? >> as a last resort. that would be certainly the last way of funding it that i would look at. there is a continuity problem between the different transportation agencies that make it a little bit unworkable. at this present time i think one of the ways to deal with the issue is to see if the nuts and bolts of it can be tweaked a little bit to make it into a workable solution. maybe that may take a little bit more time, but i don't think as a sort of knee-jerk reaction we need to put the burden on taxpayers. with that being said it's vitally important for people to get around and especially those who can't afford and if you are a young person, i think that is a very important consideration as well. again, the focus should be on tweaking the nuts and bolts
an arguably related question for miss breed, mr. davis and mr. everett. what steps should the city take to increase the supply of new housing units? >> i served on the san francisco redevelopment agency commission for five years. i watched as developers who developed luxury condominiums similar to the project of 8 washington where they are trying to develop luxury condominiums. they pay into an affordable housing fund. and that affordable housing doesn't always necessarily get built. and right now the city is backlogged over 6,000 affordable housing units and this is since i before i left redevelopment agency. and so i'm sure that it's increased since then. we can't keep paying into this affordable housing fund and not building the affordable housing. i think it's important for us to focus on making sure that we build those housing units and when developers come in and they want to build affordable housing, that we hold them accountable to building that affordable housing simultaneously to the development of the developments that they want to build as well. >> thank you. mr. davis? >>
district and also students at the city college level to be able to weigh in on those types of questions. and i would be open to considering other elections as well. but i think as mr. everett mentioned, at a minimum, i would consider supporting and allowing non-citizens to vote in either of those two. >> here i am different. i have two children in public school and i would love to see citizens and non-citizens engaged in the school, at the school level. i think that is great. and i think we should do everything possible to engage these people at the school level, get them involved in their school. i, you know, personally from the friends that have i, who are non-citizens, they haven't been clamoring to vote for the board of education and to me if you are a citizen you get to vote. if you are not a citizen, you don't get to vote. if it's easier to perhaps we need to look at how easy it is to become a citizen, but my experience is if you want parent to participate in their children's education, get them involved in their schools. i feel a little differently at the community college level
director of the san francisco fleet week association. and make no mistake about it, the city and county of san francisco are supporter of the united states military. san francisco fleetwood association is a nonprofit all volunteer organization that was formed to help organize and execute fleet week. and fleet week in 2012 like 2011 and 2010 has adopted a mission to promote the humanitarian assistance and disaster response missions of the united states military. we also, of course, will have the blue angels and the air show that comes with that. the ships will be coming in and the wonderful liberty call that the wonderful men and women in the armed forces will have in san francisco. the fleet week association also, as i say, has a humanitarian and response. along with the civilian disaster response community, we'll have a senior leader seminar taking place on thursday and friday in which the military and the civilian community learn from one another on how to provide disaster response. i should mention that on wednesday morning out at ocean beach, the marine corps and the navy are settin
to narrow it down like that. i really feel that city hall and residents and students and small businesses just need to have a much less adversairal relationship and i know that is very generalized. i am interested in making things easier for homeowners and students and visitors and one of the things coming up a lot in this campaign is public financing and i have taken a stand from the very beginning they would not accept 1 dollar in public financing money. not that i oppose it per se but these are hundreds and thousands of dollars and we are losing money and candidates are spending it on consultants in walnut creek or in san jose and one way is to keep money here in san francisco by changing the system. >> mr. crawlly same question. what in your opinion is the single most policy issue in san francisco and if elected what would you do to address it? >> well, there are several and i believe that if i am elected supervisor the first thing i will deal with is public safety. as you know there are 344 police officers that are retiring by next november. in this year's budget there are approxi
] the city of san francisco has, one of them being your district, actually, last month, chair kim. and one of the things that i'm learning is how much the immigrant community is unaware of what options and what possibilities and what [speaker not understood] that they have in the city of san francisco, that they don't always have to be afraid. that there is language access and they can access it. and what we as commission can do is expose them and let them know in our own communities. i know the [speaker not understood] community isn't as aware of what the city can offer them and i think that's just the very beginning of what we're doing. but the commission in the last two years that i've been under chair and now chair haile has progressed a lot tremendously over the last two years. and i think being a part of it, i feel that we are available for the immigrant community. and as was stated earlier, we're just moving forward at this time and i like the work that's being done and i'd like the work to continue at this point. thank you. >> thank you, commissioner. thank you for being here today

last year and way back in 2006 in working with the city in developing healthy san francisco program, the health care security ordinance, it's a complicated issue, much that was broukt up from the grand ju, we appreciate their work and we cooperate yearly, thing that is are covered by federal law, it's not an easy solution, but the vast majority of san francisco businesses provide insurance and the vast, vast majority of son fra*ns businesses are spending required amounts of money, every survey and report by your agency show that and supervisor campos has acknowledge hated but there is an issue with some categories of business, but we're working together, small business associations, the chamber on educating employers and employees on the rights and obligations under this law. we've worked with television ads on cable television, the city, websites, direct communication with members, thousands of employers have been communicated with by our organizations and by the city to understand how to make this work for the employee and how to make it work financially for the employer because y

what we see now is a bit of an abuse in terms of the number of vendors that the city has leased space to in our parks. and parks and recreation is for parks and recreation and not necessarily should be a place where we are leasing space to more vendors than we particularly need in specific areas. there is a place for vendors, for food vendors for various vendors in certain areas of the parks, but i think we are focusing way too much time on trying to figure out how we generate revenue for the city more so than we are trying to figure out how to make sure that those uses are good uses for the people who use the parks . >> julian davis here. you know, i think we're seeing somewhat of a crisis in our parks and recreation department. i found that the department is severely mismanaged. we have synthetic fields going we have privatization and commercialization of our park spaces. we have rec directors being fired and park patrol officers being hired. we have onerous fees for access to community space, pricing community events out of our park spaces. the question is about whether particular
